On May 19, Rep. Donovan expressed empathy towards those affected by cancer, sharing a personal connection to the disease. He extended his well-wishes in a bipartisan manner to former President Biden for a swift recovery. “Cancer is a terrible disease that affects more than just the individual. Kathy and I know firsthand the pain and suffering it causes entire families.”

The following day, May 20, he addressed an incident involving teenagers engaged in criminal activity. He highlighted the need for reform within the juvenile justice system after six teenagers were involved in a police pursuit that resulted in injuries to an innocent bystander. “6 teenagers in a stolen vehicle, leading police on a dangerous pursuit, only to be arrested after crashing and injuring an innocent bystander.” He emphasized that this incident underscores flaws within the current system.

On May 21, Rep. Donovan called attention to issues of police protection in Milwaukee. He criticized Chief Norman’s leadership amidst low staffing levels within the police department and urged action for better protection of constituents. “Time for Chief Norman to Say Adios: It’s time to talk about my constituents living in Milwaukee that are not getting the police protection that they pay for and deserve.”
