The Wisconsin Department of Natural Resources (DNR) is planning to issue a permit for the “incidental taking” of a rare frog species due to the Xcel Energy W3444 Structure Replacement project in La Crosse County. The term “incidental take” refers to the unintentional loss of endangered or threatened animals or plants that does not endanger the overall population.

Xcel Energy intends to replace old structures on a transmission line that was installed in the late 1960s. The project involves replacing structures along transmission line W3444, which spans between an unnamed island and French Island. Specifically, Structure 12 needs replacement because it is located below the ordinary high water mark of French Slough, caused by erosion on a U.S. Fish and Wildlife Service island. Structures 10 and 11 will be reinforced in Fall 2025 due to concerns about aging poles. The remaining construction activities are scheduled from August 2026 to October 2026.

The Blanchard’s cricket frog, a state-endangered species, has been confirmed in the vicinity of the project site. DNR staff have determined that some frogs may be incidentally taken as a result of this project.

According to the DNR, this project is unlikely to significantly reduce the chances of survival or recovery for this species within the state or affect its critical habitat adversely. Conservation measures will be included in the Incidental Take Permit to minimize negative impacts on these endangered frogs.
