UW-Madison announces budget cuts amid federal funding uncertainties

The University of Wisconsin-Madison leadership has announced budget reductions in response to ongoing financial uncertainties. In a message sent to faculty and staff, Chancellor Jennifer Mnookin, Provost Charles Isbell Jr., and Vice Chancellor for Finance and Administration Rob Cramer outlined the challenges facing the university due to changes in federal funding.

"Back in March, we shared an update regarding substantial proposed changes in federal funding and resulting financial uncertainty," they stated. The university is dealing with potential changes to the federal indirect reimbursement rate, which could cost between $65 million to $130 million or more. Additionally, there is a risk of grant terminations and delays, as well as significant proposed cuts to scientific agencies' budgets.

Concerns also include questions about international students' ability to study in the U.S., potential changes to Pell Grants affecting students needing aid, possible tariffs impacting construction costs, and state budget uncertainties.

To address these issues, schools and colleges will implement base budget reductions of 5% for FY2026 from their fund 101 allocations. Administrative units will face a 7% reduction. Some units may choose additional cuts or receive extended timelines due to specific financial challenges.

"Deans and vice chancellors will soon be meeting with us to review their budget reduction plans," the message noted. Efforts will focus on protecting core teaching, research, and outreach missions while minimizing personnel impact by leaving some vacancies unfilled.

Additional central administration steps include pilot programs for alternative administrative models in human resources, finance, and IT. An ad hoc working group will be formed to gather campus-wide input on strategic planning amid financial challenges.
