The City of Madison has received two bids for the redevelopment of Block 113, a site formerly known as the Brayton Lot. The Request for Proposals (RFP) period closed on July 9, 2025. The proposals submitted by Neutral Project, LLC and Brink Development are now available on the Planning Division’s website.
The RFP period began in April, with all submissions required by July 9 to be considered. Bids must adhere to guidelines outlined in the RFP, including Federal Transit Administration requirements and the City of Madison’s Tenant Selection Plan standards. This includes ensuring that affordable units remain accessible to those earning 60% or less of the Area Median Income for at least 40 years.
City staff will review and score the proposals based on criteria in the RFP. A report will then be presented to the Common Council and referred to the Finance Committee for further evaluation. The final decision rests with the Common Council.
If a bid is chosen, negotiations will commence with the selected developer. Upon reaching an agreement, standard city approval processes will follow, allowing public commentary during reviews by various city boards and committees.
Block 113 is located at 1 South Butler Street, near Wisconsin State Capitol and East Washington Avenue's Bus Rapid Transit route. Previously a parking lot, its redevelopment has been discussed since a neighborhood plan was introduced in 1995.
