The City of Madison has announced the progress of Phase 2 of the "20 is Plenty" program, part of the Vision Zero Initiative. This phase, which began in winter 2024, aims to reduce speed limits citywide in residential neighborhoods from 25 mph to 20 mph. The initiative focuses on local streets while leaving major roads unaffected.

Phase 1 started in 2021 and targeted two neighborhoods to test the benefits of reduced speeds for safety. New speed limit signs have been installed at neighborhood entrances to increase awareness as drivers transition from higher-speed roads.

A press conference is scheduled for July 21st, 2025, at Hammersley Park to celebrate the completion of Phase 2. Mayor Rhodes-Conway will join community members at this event.

Free yard signs supporting the program are available in four languages and can be collected from the Traffic Engineering office or by contacting jnash@cityofmadison.com.

The program addresses a national increase in pedestrian versus vehicle crashes, which rose by 57% from 2013 to 2022. It is part of efforts to eliminate traffic fatalities by focusing on areas where pedestrians, bicyclists, and vehicles intersect.
