The Wisconsin Department of Natural Resources (DNR) has announced that it will increase law enforcement patrols on ATV and UTV trails and routes across the state during Labor Day weekend. This effort is part of the ongoing Think Smart Before You Start safety campaign, which aims to reduce risky behaviors among riders.

According to the DNR, conservation wardens and county recreation deputies will be working together to monitor trail activity. They will be looking for signs of dangerous riding, such as speeding, careless operation, and operating while intoxicated (OWI). Officers will also check for proper helmet and seatbelt use.

There have been 27 fatal ATV and UTV crashes in Wisconsin so far in 2025. The majority of those who died were not wearing seatbelts or helmets. Alcohol use and excessive speed were also common factors in these incidents.

“These campaigns have been an effective tool for us to work with our partners and address risky behaviors that lead to crashes,” said Lt. Jake Holsclaw, Wisconsin DNR off-highway vehicle administrator. “Things like operating while intoxicated (OWI), speed and careless operation are always a focus for us. At the end of the day, our goal is to prevent fatalities and make our trail and route systems safer for all users.”

Enforcement efforts this weekend will specifically target OWIs, speeding violations, careless driving, and compliance with helmet and seatbelt regulations. Holsclaw emphasized the importance of safety gear: “Anyone who is riding in a UTV needs to have their seatbelt fastened. If you’re under 18, you’re required to wear a helmet,” he said. “This gear takes very little effort to wear but makes a huge difference in the event of a crash.”
