The Wisconsin Department of Natural Resources (DNR) has opened a public comment period regarding the proposed renewal of its Green Tier contract with Inpro Corporation, a manufacturer based in Muskego. The Green Tier program recognizes organizations that go beyond basic compliance with environmental regulations. Under this program, Tier 2 participants are required to meet strict standards set out in contracts negotiated individually with the DNR.
Inpro Corporation manufactures architectural products used by building professionals around the world. Their product lines include door and wall protection systems, washroom and expansion joint systems, privacy solutions, elevator protection products, architectural signage, and commercial window treatments.
Inpro first joined the Green Tier program as a Tier 1 participant in 2014. The company advanced to Tier 2 status in 2020 after implementing an environmental management system certified under ISO 14001 standards. Over the last five years, Inpro has reported significant progress in its environmental efforts, including achieving a reduction of waste by more than 72 percent as it works toward a zero-waste-to-landfill goal.
According to the DNR’s announcement: "The DNR's Green Tier program provides credible recognition to organizations committed to going above and beyond compliance. Specifically, Tier 2 participants meet rigorous requirements formalized through a contract. Each contract is negotiated with the DNR and allows for tailored incentives that drive environmental improvements."
A new contract is being proposed for Inpro’s continued participation in the program for another five years. The updated agreement includes revised language intended to clarify both obligations and benefits for Inpro under the Green Tier framework. However, if approved, it would not grant any regulatory flexibilities or alter how state regulators oversee Inpro’s compliance.
The DNR stated: "The proposed renewal contract includes updated language clarifying Inpro's obligations and benefits under the program. If approved, the agreement would extend Inpro's participation for an additional five years. The proposed contract does not include any regulatory flexibilities that would alter how the DNR regulates Inpro's compliance."
Members of the public are invited to submit comments on this proposal until September 25, 2025. Comments can be sent directly to Weston Wegener, DNR Business Support Coordinator at Weston.Wegener@Wisconsin.gov or by calling 608-284-0908.
This process reflects ongoing efforts by state agencies like the Wisconsin Department of Natural Resources to engage both industry stakeholders and community members when considering long-term agreements related to environmental performance initiatives.
