Peer Support for First Responders Heads to Governor

The Wisconsin State Senate has unanimously approved legislation that aims to provide confidential support groups for first responders dealing with trauma. The bill, authored by State Representative Joel Kitchens, will ensure that first responders have access to peer support from individuals who understand the challenges they face.

Representative Kitchens highlighted the need for this support, stating, "First responders often develop 'John Wayne Syndrome' by toughing it out rather than dealing with the disturbing events they deal with. My bill will make sure there is confidential help from others who understand because they have also answered those calls."

A study published by the International Journal of Environmental Research and Public Health revealed that first responders can experience anywhere from a hundred to over a thousand critical incidents throughout their careers. These incidents, which can be more graphic than those experienced by the general public, often leave first responders feeling unable to talk to anyone about their experiences.

Chief Deputy Pat McCarty of the Door County Sheriff’s Department brought the issue to Representative Kitchens' attention. McCarty emphasized the effectiveness of confidential peer support programs in helping law enforcement, firefighters, EMTs, and other emergency personnel cope with the emotional stress of their jobs.

Representative Kitchens explained the impact of stress on first responders' mental health, saying, "It's incredibly difficult to emotionally manage all these traumatic events on top of typical life stress-inducing events, such as finances and family responsibilities. Confidential peer support will help first responders when they need it."

Assembly Bill 576, which received unanimous approval from both the Senate and Assembly, will now be sent to Governor Evers for final approval before becoming law. This legislation aims to provide a crucial support system for first responders in Wisconsin.

Representative Kitchens represents Door, Kewaunee, and parts of Brown County in Wisconsin.
