City selects Alexander Company for Park-Badger redevelopment; public meetings next week

The City of Madison’s Community Development Authority (CDA) has selected The Alexander Company, based in Madison, to lead a public-private process for redeveloping a site near the intersection of South Park Street and West Badger Road on the city’s south side.

Over recent years, the City of Madison acquired commercial properties at 810 and 818 Badger Road through its Land Banking program. This initiative aims to buy and hold properties for future redevelopment focused on affordable housing and economic development projects. These acquisitions, combined with existing city-owned properties at 802 West Badger Road (the Metro South Transfer Point) and 825 Hughes Place (the Madison Police Department’s South District station), form a contiguous four-acre redevelopment parcel known as the “Park and Badger Redevelopment Area.” City staff have identified this area as suitable for high-quality urban infill development at a key gateway intersection in South Madison.

Preliminary plans for the Park and Badger Area include relocating Fire Station No. 6 across Badger Road to one of the new buildings within the development. This move will allow an expansion of the early childhood education program at Madison College’s Goodman South Campus. Additionally, plans feature a new 30,000-square-foot office and clinic space for Public Health Madison Dane County within the complex. Several hundred units of mixed-income and affordable housing are also planned across two or three phases, contingent upon the eventual relocation of the MPD South station to the former Town of Madison Hall site on Fish Hatchery Road in coming years. The CDA anticipates completing initial phases by 2027.

In October 2023, the Common Council designated CDA as master developer for Park and Badger due to its extensive experience managing affordable housing units throughout Madison and access to local, state, and federal redevelopment tools and financial resources. Empowered to seek development partnerships via a Request for Qualifications (RFQ) process, CDA selected The Alexander Company during its April 11, 2024 meeting.

Alexander is nationally recognized for urban infill development achievements over more than four decades. Captains Inc., a minority-owned real estate firm with over 35 years of experience managing more than 230 housing units in Madison, will co-develop this project alongside New Year Investments—a woman-owned firm specializing in mixed-use urban infill properties in Madison—providing consulting developer services.
