Wisconsin Manufacturers & Commerce (WMC), the state's combined chamber and manufacturers' association, released a video addressing Governor Evers' state budget proposal. Earlier this year, Governor Evers introduced his budget plan before the current biennial budget expires on June 30th. Evan Umpir, WMC's General Counsel and Director of Tax, Transportation & Legal Affairs, featured in the video to discuss concerns over increased taxes and spending.
The proposed budget suggests a spending increase of over 20%, with tax-supported spending rising by 18%. This would fund more than 880 new government positions and regulations. Umpir stated, "We’re entering this cycle with a $4 billion surplus, but Evers’ plan would leave us with a $4 billion deficit by the end of the 2027-2029 budget." He also highlighted new taxes totaling $3.3 billion, including limits on the Manufacturing & Ag Credit for manufacturers and introducing a new millionaire tax bracket similar to Minnesota's.
Governor Evers' property tax relief initiative is expected to lead to higher local taxes. This follows his education veto upheld by the Wisconsin Supreme Court, which could result in long-term property tax increases.
Umpir noted that legislative Republicans are advocating for substantial tax relief despite previous vetoes from the Governor. "While other states work to cut or eliminate income taxes, Wisconsin Democrats want to raise them on families and businesses alike," he said.
WMC emphasizes protecting manufacturing—Wisconsin's largest industry—and taxpayers as crucial since Wisconsin ranks among the top ten states for income and property taxes.
