The Wisconsin Department of Natural Resources (DNR) has reported that 25 people have died in all-terrain vehicle (ATV) and utility task vehicle (UTV) crashes in the state so far in 2025. According to DNR officials, rollovers and the lack of safety equipment or proper training are significant factors contributing to these fatalities.
More than half of the fatal incidents this year involved vehicle rollovers. The DNR noted that almost none of those who died were wearing a helmet or seatbelt at the time of the crash.
“UTVs and ATVs are not designed like cars,” said Lt. Jake Holsclaw, Wisconsin DNR off-highway vehicle administrator. “When people treat them like they are – speeding on pavement or taking sharp turns – they roll over. And if you're not buckled in or wearing a helmet, the consequences can be deadly.”
The DNR is urging riders to take several precautions before operating ATVs or UTVs. Riders should avoid consuming alcohol or drugs before and during rides, stay away from unfamiliar areas, follow posted speed limits and regulatory signs, and inform someone not riding with them about their planned route and expected return time.
A lack of training has emerged as another key factor in many fatal crashes this year. The majority of operators involved had not completed a safety course approved by the DNR. State law requires anyone born on or after January 1, 1988, to complete such a course before operating an ATV or UTV on public trails and routes. The department encourages riders of all ages to review available courses and sign up for classes through its website.
The department’s warning comes amid continued concern about preventable deaths involving recreational vehicles across Wisconsin. Officials emphasize that proper use of helmets, seatbelts, and completion of certified safety training can significantly reduce the risk of serious injury or death when riding ATVs or UTVs.
