Wisconsin's Dane County, recognized as the state's fastest-growing area, is receiving attention from state lawmakers and Madison Mayor Satya Rhodes-Conway. They are urging the Wisconsin Legislature to address the underfunding of local governments, which provide essential services such as public safety and waste management.
Mayor Rhodes-Conway emphasized the challenges faced by communities like Fitchburg, Monona, and Madison due to current state policies. "Current state policies are forcing Fitchburg, Monona, Madison and other Dane County communities to consider scaling back or eliminating city services while we are being asked to serve more residents each year," she stated during a press conference on October 3. She highlighted several measures that could help local communities thrive, including a fair distribution of shared revenue and adjusting levy limit restrictions.
The state has a surplus exceeding $3 billion from sales and income taxes paid by residents. However, the current shared revenue system is seen as inadequate. Representative Mike Bare expressed his commitment to working with colleagues across party lines to find solutions for local governments. "We must continue to make state investments in our communities and give them the flexibility to meet their local needs," he said.
Dane County cities receive significantly less in shared revenue per resident compared to the statewide average. Senator Kelda Roys criticized current policies for depriving communities of decision-making power at the local level. "These budget shortfalls faced by cities and villages around the state aren’t an accident," she remarked.
Representative Alex Joers stressed the importance of proper funding for local governments. "Our communities need the funds to continue the services our neighbors expect to live their lives," he noted.
Additionally, Representative Francesca Hong highlighted how cities like Madison bear financial burdens due to chronic underfunding by the state. "In order for us to have a collective future where Madison has thriving libraries...we need to make sure we invest in our communities," she said.
The press conference follows recent meetings between Mayor Rhodes-Conway and state legislators aimed at addressing these issues. The Mayor expressed gratitude for having strong partners who support investing in Madison's future.
