Wisconsin outlines rules for election observers at polling sites

Voters in Wisconsin may encounter individuals with Election Observer badges at absentee voting sites or polling places. These observers are permitted to monitor the voting process as long as they are not candidates themselves. Political parties, individual candidates, and organizations like the League of Women Voters frequently deploy observers. The City of Madison often hosts international observers during November elections, contributing to election transparency.

Observers must check in with either the absentee clerk or the polling place Chief Inspector, who acknowledges their presence and participation in the election process. They are positioned three to eight feet away from election workers, depending on space availability, which can limit observer numbers.

Observers are prohibited from interacting with voters unless approached first. They cannot take photos or videos during voting hours nor engage in phone conversations within the voting site. Any inquiries should be directed to the absentee clerk or Chief Inspector.

While observing, they cannot access documents containing personal information such as driver licenses, ID cards, passports, voter registration forms, proof of residency documents, or confidential sections of poll books.

If an observer disrupts proceedings or violates rules, officials issue a warning; non-compliance results in removal from the site. Electioneering and voter intimidation remain strictly forbidden at all locations.

The City Clerk’s Office aims for every eligible voter to cast a ballot and have it counted accurately.
