Chancellor Jennifer L. Mnookin has provided faculty and staff with an update on federal measures impacting the University of Wisconsin-Madison. The statement, sent on April 22, details several changes and uncertainties facing the institution.

The federal government has taken actions affecting international students and researchers, including the termination of Student and Exchange Visitor Information System (SEVIS) records of over two dozen international students and alumni. Mnookin expressed concern about the anxiety this is causing among the international community on campus. "We are working to provide support to those who have experienced terminations," she stated, highlighting the university's ongoing advocacy efforts in collaboration with congressional and institutional partners.

Chancellor Mnookin also discussed federal funding cuts threatening research and educational programs. Legal actions are underway to contest these developments. "The Office of Legal Affairs, working with many others on campus, has issued nine declarations in seven lawsuits," Mnookin noted, mentioning that these efforts have led to temporary restraining orders in several cases.

Significant challenges include adjusting to new federal expectations like the Department of Energy's reduction of facilities and administrative costs. A temporary restraining order was issued to prevent its enforcement. The university continues to track other issues, including adjustments in National Science Foundation (NSF) priorities and anticipated effects of tariffs on research and construction costs.

Mnookin emphasized the community's resilience in confronting these issues, thanking staff and leadership for their dedication. The university is working closely with the Wisconsin Foundation and Alumni Association (WFAA) to address research funding cuts and encourages involvement through advocacy channels.

"As we approach the end of the semester, I don’t want to lose the sense of joy and optimism," Chancellor Mnookin remarked, recognizing the achievements of graduating students and the important role of higher education.
