The University of Wisconsin-Madison's Chancellor Jennifer L. Mnookin and Provost Charles Isbell Jr. have communicated recent developments at the federal level that could impact the institution. The message, sent to students, faculty, and staff on February 28, highlights ongoing federal actions including executive orders and directives with potential effects on university operations.
Chancellor Mnookin and Provost Isbell noted that a recent Executive Order mandates a review of funds disbursed under contracts and grants with educational institutions to potentially reduce federal spending. This order is part of broader government actions that might conflict with UW-Madison's values such as academic freedom and diversity.
"Atemporary restraining order continues to be in place in the legal action related to NIH and the proposed 15% funding cap on indirect payments," they explained. These financial constraints could significantly affect research capabilities.
Moreover, several agencies like NOAA, USAID, USDA, NSF, and NIH are experiencing cuts which may lead to contract cancellations impacting research proposals at UW-Madison.
In response to these uncertainties, financial modeling is underway to assess impacts on campus operations. Additionally, a "Dear Colleague Letter" from the Department of Education’s Office of Civil Rights outlines new frameworks for university operations under Title VI of the Civil Rights Act. Enforcement may begin soon unless further guidance or legal interventions occur.
The university has established a workgroup tasked with evaluating current practices in light of this letter while waiting for clearer directives from authorities.
Federal immigration enforcement activities remain unchanged in Madison recently; however, information is available for community members regarding their rights during any interactions with federal agents.
"As guidance is issued and clarified," Mnookin and Isbell emphasized their commitment to careful evaluation by experts both locally and in Washington D.C., ensuring compliance while maintaining core institutional values such as academic freedom and diversity.
